Why some girls stare at boys and never talk to them?

There are different types of girls who don't talk even after staring all have their own psychological reasons:-

1) Subtle Starer : These girls will look at you when you are not looking at them. They look because you could be momentarily attractive to them. Once you are out of sight they don't have feeling for you. So they will not talk to you...

2) Close Watchers: These are types which will stare you often and keep staring a bit longer since they want to see you closely and probably resemble you with their dream boy. Fantasizing stories which are more probable gives better satisfaction than the   unrealistic ones. But these girls are just fantasizing you but really in like/love you so they will not take the step forward to talk.

3) Time passers: These girls will look at you and smile at their friends or probably their friends have tied her with you like a virtual college hook up. They won't talk since that will embarrass them since their friends are waiting for such an opportunity to happen and make fun of it. Nobody likes that since they will become butt of jokes in their friends circle. These will not talk even if the hook up seems genuine.

4) Genuinely Interested but Ego is better: These girls are interested but their ego doesn't let them speak up. They feel guy should make the first move. They live with forever.

"Men are brave, you're not".

Although this has nothing to do with the answer as many men are not brave.

Now coming back  to the question:

Staring has a different meaning for everyone, staring for boys and girls are completely different.

Considering ideal scenario where the girl is actually staring but never talking, this can have various meaning:

She is an observer, likes to observe things closely.

She is too shy to talk.

Staring then approaching, she is of not that type.

She wants you to come forward and initiate the conversation

She is at her ground state, requires initiation.

Afraid of guys

She is smart to avoid anything for which she is unprepared of.

If you care about the girls staring that much then you should try t o make an effort to talk. Take responsibility if you're interested.

May be it is same like why boys stare at girls and never talk.

Ice breaking is not easy. Sure girls have an advantage naturally over boys, that they are less prejudices and inhibited … basically as they don’t worry too much about being right or perfect or sound knowledgeable etc., but be natural. Even then it is not easy for a girl to speak to any one and every one..

But any way I don’t know if I am getting your context right..but thats a tiny piece of my thinking there.

I think girls like to be approached rather than make a pass, it might be due to several reasons. You have to keep in my that a significant number of them are shy compared to men and find confidence appealing.
